WhatsApp Business Platform pricing: per-message billing, the service window and template categories

Since 1 July 2025, Meta charges the WhatsApp Business Platform per delivered template message, at a rate that depends on the template's category (marketing, utility or authentication) and on the country calling code of the recipient. Replies sent inside the 24-hour customer service window that opens when a customer messages you are free, as are utility templates sent inside that window, while every marketing template is charged.

The model in one paragraph

Meta's developer documentation explains that pricing moved to a per-message basis on 1 July 2025, replacing the earlier conversation-based pricing. You are only charged when a template message is delivered. Non-template messages, meaning ordinary replies typed or generated during a conversation, are not charged. This page is about the official WhatsApp Business Platform (the API used by software and AI agents), not the WhatsApp Business app used on a phone.

Templates and the 24-hour window

Two notions decide what you can send and what it costs. A template is a pre-approved message format; Meta states that template messages are the only type of message that can be sent to WhatsApp users outside of a customer service window. Templates go through an automatic review, and you can send one once its status is APPROVED.

The customer service window opens when a user messages you and lasts 24 hours from their last message. Inside it, you can reply with any non-template message, free of charge.

The template categories

The category is set when you create the template, and templates are reviewed before they can be sent. Since rates depend on the category, choose the one that honestly matches the content of the message.

What makes the bill go up or down

We do not quote rates here: they change by market and over time. Meta publishes its current rate cards on the WhatsApp Business website and says it gives notice before changes (one month for rate changes, longer for new pricing features or model changes). Check the official rate card for your recipients' countries before you plan a campaign.

  • The category: marketing is charged in every case; utility can be free inside the window.
  • The recipient's country calling code: rates differ by market.
  • Volume: Meta lets businesses unlock lower utility and authentication rates by reaching monthly volume thresholds in a given market.
  • Timing: answering while the customer's 24-hour window is open costs nothing for non-template messages.
  • Currency: Meta bills in one of 15 supported currencies, including USD, EUR, GBP and INR.

Opt-in comes before any message

Pricing is not the only rule. Meta requires opt-in before a business messages someone on WhatsApp: the business must clearly state that the person is opting in to receive messages from it, give the business's name, and comply with applicable law. Opt-in can be collected on a website, by SMS, by phone or in person, as long as those conditions are met.

Planning a WhatsApp budget

  1. List the messages you plan to send and classify each one: free reply inside the window, utility, marketing or authentication.
  2. Note where your recipients are: rates depend on their country calling code.
  3. Look up the current rates for those categories and countries on Meta's official rate card, and note the date you checked.
  4. Estimate monthly volumes per category, keeping in mind that higher volumes can unlock lower utility and authentication rates.
  5. Design the flow so that answers happen while the customer's window is open, and review actual charges after the first month.
