Performance Max or Search campaigns: which one fits your business?

A Search campaign shows text ads on Google for keywords you choose, so you decide exactly which searches you pay for; Performance Max is a goal-based campaign where Google's AI chooses where to show your ads across YouTube, Display, Search, Discover, Gmail and Maps. Google itself presents Performance Max as a complement to keyword-based Search campaigns, not a replacement, and most small businesses are best served by starting with Search and adding Performance Max once conversions are measured reliably.

Two different ways of buying ads

With a Search campaign, you pick keywords, write ads and set bids. Your ads can appear when someone's search matches your keywords, according to the match type you chose. Exact match, in Google's words, shows ads on searches that have the same meaning or intent as the keyword: fewer searches, but the most control. Negative keywords keep your ads out of searches you do not want.

With Performance Max, you give Google a goal and material, and it decides the rest. Google Ads Help describes it as a goal-based campaign type that uses Google AI across YouTube, Display, Search, Discover, Gmail and Maps. You define the conversion actions you care about (with an optional target cost per acquisition or return on ad spend), provide text, images and videos, and can add audience signals to guide its learning.

When both run: which one serves?

If you run both on the same account, Google sets a clear priority rule: Search campaigns containing an exact match keyword are prioritised to serve over Performance Max when a search matches that exact keyword. Google adds a caveat: if your Search campaign is limited by budget, Performance Max may occasionally serve on exact match terms.

In practice, that means your most important searches, the ones you know convert, are best kept in a Search campaign with exact match and enough budget. Performance Max then works on everything around them.

Why Performance Max depends on measurement

Performance Max optimises towards the conversion actions you give it. If those are wrong, missing or double-counted, it will optimise towards the wrong thing, and fast, because it has many channels to spend in. Before a Performance Max campaign, we check three things:

  • A real conversion is tracked: a purchase, a submitted quote request or a booked call, not a page view.
  • Consent is handled for visitors in the European Economic Area, so measurement keeps working (see our guide on Consent Mode v2).
  • The value is right: for a shop, the purchase event carries the order value and currency.

A simple decision rule for a small business

None of this guarantees a result: both campaign types depend on your offer, your prices, your pages and your competitors. What a clear rule does is limit the money spent before you learn something.

  • You sell a service and people search for it by name (“emergency plumber”, “tax lawyer”): start with Search, exact keywords, a tight budget.
  • You have a shop with a product catalogue: a Merchant Center feed is needed either way; Shopping or Performance Max with that feed can then show your products with photo and price.
  • You have no conversion tracking yet: fix measurement before any Performance Max campaign.
  • Your Search campaigns already work and are not limited by budget: Performance Max is a reasonable next test, with brand exclusions and negative keywords to avoid overlap.

How we approach it at Takat

We start where we have the most control: Search campaigns with exact keywords, negative keywords, a max CPC and a daily budget cap, built through the official Google Ads API. For shops, we prepare the Merchant Center product feed (we have had a 16-country feed of 345 products approved for a shop client). Is Performance Max replacing Search campaigns?

Google presents Performance Max as a way to complement keyword-based Search campaigns. Search campaigns still exist, and when a search matches an exact match keyword in a Search campaign, that campaign is prioritised over Performance Max.

Can I add negative keywords to Performance Max?

Yes. Google Ads Help lists brand exclusions and negative keywords as controls to prevent overlaps and block unwanted queries in Performance Max.

Do I need a Merchant Center account for Performance Max?

Only if you want it to show your products. To use a product data source, Performance Max needs a linked Merchant Center account; it can then generate Shopping ads from that data.

Which should I start with on a small budget?

For most small businesses, a Search campaign on a handful of exact keywords is easier to control and to read. Performance Max needs reliable conversion tracking and enough assets to work as intended.
